Summary Performs intermediate skilled technical work collecting and processing data using global positioning systems related to water and sewer system infrastructure; does related work as required.
Work is performed under the regular supervision of the Chief Information Officer.

Essential Functions Deliver excellent customer experiences in all interactions with internal and external customers.
Develops GIS programs that enable data analysis and map production using ESRI software (ArcGIS, ArcServer, SDE databases), programming and macro languages, and advanced data base setups.
Establishes standards for mapping, documentation, data storage and retrieval, and programming, and overall quality.
Trains, assigns and reviews the work of GIS staff to conform to quality and detail standards.
Consults with departments to define GIS programming needs.
Evaluates needs, develops streamlined approaches and programming projects to include priorities, schedules, and programming goals.
Establishes programming and database standards for the City.
Designs and develops tools for displaying or retrieving GIS information from relational databases using modern database utilities.
Coordinates with departments to plan, design, and implement procedures that enhance access and responsiveness of GIS.
Digitizes and drafts, using GIS software and peripheral devices, advanced and integrated geographic information for producing complex maps that include multiple layers and features.
These maps require understanding related data sources and interfaces to other land-based data and mapping systems such as roads, electrical infrastructure, buildings, and other overlayed or three-dimensional applications.
Determines appropriate data compression techniques, resolutions, sizes, color maps, and depths to ensure that images and synthesized graphics are delivered at a sufficient speed and quality for optimal intended media output.
Troubleshoots and performs maintenance on multiple GIS workstation system problems that require consideration of alternative solutions and resources.
Develops research techniques, trains others, and conducts technical research in the geographic information systems and other relational databases to produce maps and supporting documentation for use in an array of situations.
Maintains up-to-date knowledge of trends for GIS application and local and regional issues affecting GIS.
Participates in cross-industry groups for GIS.
Updates maps and plans utilizing geographic information systems; inspecting projects related to water and sewer system infrastructure; formatting and producing display style maps and data; maintaining records and files; preparing reports.
Updates maps, plans and computer with new data for all meters, valves, hydrants and other appurtenances related to the Authority infrastructure.
Keeps and maintains accurate drawings, sketches, records and documents.
Reviews documents and records such as plans, mylar as-builts, DOT encroachments.
Utilizes tools such as valve wrenches, shovels, drafting tools, geographic information systems equipment, global positioning systems hardware and computer software.
Operates equipment and machinery such as pick up trucks, calculators, computers, metal locators, measuring wheels, leak detectors, testing equipment and global positioning system handheld, aerial drone.
Assist in the management of the FAA Certified ONWASA Aerial Drone Program.
May be required to work outside normal work hours in emergency and on-call situations.
In case of disaster, either natural or man-made, as a condition of employment employee will be called upon to serve ONWASA customers.
Service to customers during a disaster will result in the assignment of other duties, which will take precedence over duties described in this class description.

Knowledge, Skills and Abilities Knowledge, Skills and Abilities - Thorough knowledge of automated mapping and information processing methods and techniques; general knowledge of the capabilities of automated mapping and geographic information processing systems; general knowledge of cartographic principles, automated mapping, GIS database design and structure; general knowledge of GIS hardware and software components; ability to read, analyze and interpret general business periodicals, technical reports or governmental regulations; ability to write reports, business correspondence and procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form; ability to deal tactfully and courteously with the public; ability to interpret and explain policies, and procedures; ability to communicate ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with associates and the general public.
Physical Demands & Work Environment This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires standing, walking, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.
g.
business office, light traffic).
Education and Experience & Special Requirements High School Diploma or Ged and an Associates Degree or higher with coursework in Geographical Information Systems and considerable experience in geographic information and global positioning systems, or equivalent combination of education and experience.
GIS industry recognized technical certifications are preferred.
FAA Drone Pilot Certification.
Equivalent combination of experience and education considered.
