SUMMARY OF DUTIES: Provide senior-level professional engineering services for the planning, design, construction, repair, maintenance, and/or procurement of facilities and equipment for the waterfront and landslide terminals operated by the North Carolina State Ports Authority.
Expert level of knowledge and understanding of engineering concepts, practices, and theories used in the engineering specialty area and the ability to use it in practice.
Thorough knowledge of internal organizational structure, business needs/objectives, budget, planning, legal/public relations considerations, and/or other related factors.
Work is generally performed independently for projects with a high degree of complexity and scope.
DESCRIPTION OF WORK: Assist the Vice President of Engineering and provide guidance to project managers on the selection of design firms (designers), and the negotiation of contracts with designers.
Assist the Director of Engineering and provide guidance to project managers on the development of construction documents, the advertising and bidding of construction contracts, and the contract execution process.
Coordinate construction related activities with designers and contractors, any outside consultants involved, the State Construction Office, internal and external customers, and any other organization with a valid interest in ongoing construction projects.
Administer design and construction contracts and manage designers and contractors.
Supervise the preparation contracts for the design and construction of new or modified facilities.
Supervise project development scoping with designers.
Assure that designers adhere to Owner’s requirements and contractors adhere to designer’s project schedules and contract documents.
Inspect work being performed under construction contracts, or ensure inspection by staff, and negotiate construction change orders.
Coordinate the work of Construction Inspector.
Assist and provide guidance to other engineering technicians assigned to projects under construction.
Arrange for independent testing and inspecting of materials, if necessary.
Participate in the design of projects by the NCSPA Engineering Department.
This work includes the preparation of cost estimates, plans, and specifications for the construction of new or modified facilities.
Supervise the work of design engineers, engineering design technicians, and clerical staff assigned to prepare drawings, specifications, reports, and other documents related to facilities design and bidding, and construction of facilities projects.
Ensure all records, contracts, drawings, and other documents are maintained in a protected accessible manner.
Maintain cash flow projections for Capital Projects and provide this information to the Chief Financial Officer as requested.
Assist the Director of Engineering in NCSPA facility planning efforts, annual capital budgeting efforts, and submissions for appropriate requests.
Prepare cost estimates and project development schedules for all proposed facility improvements and new construction.
Assist the Director of Engineering in preparing and making presentations to the NCSPA Board of Directors as necessary to obtain approval of all projects and keep them informed on the status of Port construction.
Maintain, analyze, and furnish statics regarding HUB requirements and minority contractors upon request operations.
All other duties as assigned by management.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES: Position requires a Bachelor’s Degree in Engineering or Construction Management from an ABET (Accreditation Board for Engineering and Technology) accredited college or university, with eight plus years relevant construction / project management experience or equivalent education and experience required.
License as a Professional Engineer in the State of North Carolina or the ability to be licensed within 12 months from the date of hire is a plus.
Experience with marine terminals and/ or commercial ports preferred.
Design experience is a plus.
Must be able to manage several concurrent projects and follow project through completion about project schedules and budgets.
Must be proficient in the use of business software, such as: word processing, spreadsheet, presentation, project management, and database applications.
Must have communication and interactive skills suitable for both the office and construction site environments.
Strong communication skills, good technical writing, and excellent math skills are required.
Must have a valid driver’s license and meet TWIC security requirements.
WORKING CONDITIONS/PHYSICAL EFFORT: Will spend most of work hours in normal office conditions, but will require frequent visits to construction sites, wetlands, and undeveloped properties difficult to access to conduct visits and inspections in adverse weather conditions.
Required to access existing wharf and building facilities, roofs, and other areas not normally accessible to the public.
May be required to use small boats for waterside berth inspections.
Travel by motor vehicle is required.
Attendance at out of town functions involving overnight stays may be required.
No heavy lifting is required.
